Certification of Personal Protective Equipment (PPE)

The regulation (EU) 2016/425 for PPE defines clear specifications for the manufacture and placement of products in the European Economic Area. Thus, the issuing of a CE certification label for a product must first always consider which directives, regulations and requirements should be applied for the product.

According to regulation (EU) 2016/425, the term “PPE” refers to

  • a) equipment that is designed and manufactured to be worn or held by a person for protection against one or more risks to that personʼs health or safety,
  • b) interchangeable components for equipment referred to in point (a) which are essential for its protective function,
  • c) connection systems for equipment referred to in point (a) which are not held or worn by a person, that are designed to connect that equipment to an external device or to a reliable anchorage point, that are not designed to be permanently fixed and that do not require fastening works before use.

The Regulation stipulates a classification in three categories:

PPE category I (minor risks)

This category includes personal protective equipment for which it can be assumed that the user can assess its effectiveness against minor risks and that the effects of which, when they are gradual, can be perceived by the user in good time and without danger (e.g. protective clothing for protection against rain or gloves for gardening tasks).

PPE Category II

This category includes all personal protective equipment that cannot be classified as either category l or category lll (e.g. high-visibility warning clothing or safety gloves that protect against mechanical risks).

PPE Category III (high / fatal risks)

Category III includes personal protective equipment that is intended to protect against fatal dangers or serious and irreversible damage to health and where it must be assumed that the user cannot identify the immediate effect of the danger in good time (e.g. protective clothing for the fire brigade or protective gloves for fire fighters).

Personal protective clothing may only be sold in the European Union if it meets the requirements of regulation (EU) 2016/425.

Overview of the different types of certificates in the product area of PPE:

EU type examination certificate

An EU type examination certificate can be issued if the product is subject to a regulation or directive which stipulates an EU type examination certificate as a conformity assessment procedure for the product.

Product certificate

A product certificate can be issued if the product is subject to an EU regulation or directive, but no EU type examination certificate is stipulated for this product.


The confirmation is issued for products which are not subject to any EU regulation or directive.

HuPF assessment (for products) and HuPF certification (for materials / previous products )

The HuPF (German abbreviation for “Manufacturing and Testing Description for a Universal Fire-Resistant Clothing”) is a manufacturing standard for protective clothing used as part of the personal equipment for firefighters and is valid for the fire service in Germany. It defines how the superordinate requirement standard DIN EN 469 should be implemented.
